Having courage is the resistance to being afraid! Although there is a lot of evidence about what we can call, and sometimes do call – human stupidity – we believe despite everything that we still live in relative safety. We always remember that we have to have acts of kindness, but in reality we are all very selfish, and we only “wake up” to reality when someone among us is affected. So YES! The world is increasingly dangerous! As Albert Einstein said: “The world is a dangerous place to live, not because of those who do evil, but rather because of those who watch and let evil happen.” The events that occur in schools with situations of aggression against students, perpetuated by other students, or even worse by former students, in the face of supposed threats, and which take over school life, it seems natural that it arouses concern and insecurity among parents, students , teachers, employees and society in general. “Don't try to guess what people think about you... Do your part, without any fear. What really matters is who you are.” (Mahatma Gandhi In the face of danger, which is not always visible, tension increases, leading to an emotional imbalance that compromises the rhythm of life, triggering high and constant anxiety attacks, especially in those who have been victims of or witnessed violence. This uneasiness invades not only the school environment, but also the personal lives of parents who, due to tension, find it difficult to concentrate on day-to-day tasks, including work. As I said Seneca: “The things that frighten us are greater in number than those that actually harm us, and we are more distressed by appearances than by real facts.” This internal state of constant alert, perfectly understandable at these times, causes many students to have crying spells and refuse to go to school, leading their parents, who are also fearful, to agree. Such conduct is a momentary protective measure, but it does not solve the problem, as it only brings momentary comfort. What you need to do is learn to deal with fear, instead of running away from it. Of course it is not an easy process, but it is possible. “Freedom means responsibility. That's why so many people are afraid of it.” (George Bernard Shaw) The adoption of stricter security measures is one of the first priorities of responsibility not only restricted to the director of the school group, or the commander of the GNR, but also to the entire society in general. I remember that the physical or psychological abuse committed repeatedly by students on another or others, against school employees or by a guardian is a crime of school violence, configured as a public crime. This is why, all facts classified as crimes committed in a school environment or of which members of the school community are victims, are covered by the mandatory reporting duties of those responsible for schools, regional education directorates and holders of inspection functions in the General Inspectorate of Education. Ter coragem é a resistência a ter medo! Apesar de existir muita evidência sobre o que podemos chamar, e por vezes chamamos – estupidez humana – acreditamos apesar de tudo que ainda vivemos numa relativa segurança. Relembramo-nos sempre que temos de ter gestos de bondade, mas na verdade todos somos muito egoístas, e só “acordamos” para a realidade quando alguém dos nossos é atingido. Portanto SIM ! O mundo está cada vez mais perigoso! Como disse Albert Einstein: “O mundo é um lugar perigoso de se viver, não por causa daqueles que fazem o mal, mas sim por causa daqueles que observam e deixam o mal acontecer.” Os factos ocorridos nas escolas com situações de agressão a alunos, perpetuados por outros alunos, ou pior ainda por ex-alunos, diante de supostas ameaças, e que toma conta da vida escolar, parece natural que desperte uma preocupação e insegurança entre pais, alunos, professores, funcionários e na sociedade em geral. “Não tente adivinhar o que as pessoas pensam a seu respeito... Faça a sua parte, sem qualquer medo. O que importa mesmo é quem é.”(Mahatma Gandhi Diante do perigo, nem sempre visível, a tensão aumenta, levando a um desequilíbrio emocional que, compromete o ritmo de vida, desencadeando crises de ansiedade elevadas e constantes, sobretudo naqueles que foram vítimas ou testemunharam a violência. Esta intranquilidade invade não só o ambiente escolar, mas também a vida pessoal dos pais que, pela tensão, tem dificuldade de concentrar nas tarefas do dia a dia, incluindo o trabalho. Como disse Seneca:”As coisas que nos assustam são em maior número do que as que efetivamente fazem mal, e afligimo-nos mais pelas aparências do que pelos factos reais.” Este estado interno de alerta constante, perfeitamente compreensível nestes momentos, faz com que muitos alunos tenham crises de choro e recusa em ir à escola, levando os pais, que também estão temerosos, a concordarem. Tal conduta é uma medida de protecção momentânea, porém não resolve o problema, pois traz conforto apenas momentâneos. O que é preciso fazer é aprender a lidar com o medo, em vez de fugir dele. Claro que não é um processo fácil, mas possível. “Liberdade significa responsabilidade. É por isso que tanta gente tem medo dela.”(George Bernard Shaw) A adopção de medidas de segurança mais rígidas é uma das primeiras prioridades de responsabilidade não só restrita ao director do agrupamento escolar, ou ao comandante da GNR, mas também a toda a sociedade em geral. Relembro que os maus tratos físicos ou psíquicos cometidos de forma reiterada por estudantes sobre outro ou outros, contra funcionários da escola ou por um encarregado de educação é crime de violência escolar, configurado como crime público. É por isso que, todos os factos qualificados como crimes cometidos em ambiente escolar ou de que sejam vítimas membros da comunidade escolar, estão abrangidos pelos deveres de denúncia obrigatória dos responsáveis das escolas, direcções regionais de educação e titulares de funções inspectivas na Inspecção Geral de Educação. Apesar destes factores serem complexos, pois cada caso é único, é preciso refletirmos sobre eles. “É preciso se expôr sem medo de ser cidadão. É preciso colocar o trabalho na rua. Há quem diga que estamos sempre a dizer quem somos, mesmo quando não dizemos nada. Ou sobretudo quando não dizemos nada! Os amigos também se escolhem para os momentos, e estes momentos são os nossos momentos, porque sentimos que pertencemos uns aos outros!! Também fomos jovens e é nestes momentos que “voltamos algures no nosso tempo de juventude” e somos gratos por poder ter a memória desses tempos e, talvez, intimamente, se possa concluir que …é o passado! , mas lá estamos nós a seguir em frente. Estamos sempre a seguir em frente para não ficarmos baços. Depois, vamos embora até “pró ano”, dormimos bem e voltamos a ficar quase intactos. Quase, porque, por cada amigo (na altura dizíamos camarada) que não voltamos a ver – há sempre uma lista!, há uma cicatriz pequenina e invisível na nossa pele. Só nós sabemos onde está e que fica ali para sempre. Somos levados a pensar com disse Leon Trotsky que:“Os seres humanos não têm muito respeito pelos outros porque têm pouco até por si próprios.” Reitera-se a sublime habilidade de se respeitar, entender quem é, em defeitos e qualidades. Somente assim conseguirá compreender as necessidades do outro e respeitá-las. Ao saber colocar-se no lugar do outro, entender como se sentiria, será possível aplicar empatia e respeito nas respectivas relações. Nos conceitos do budismo “Um bom amigo, que nos aponta os erros e as imperfeições e reprova o mal, deve ser respeitado como se nos tivesse revelado o segredo de um oculto tesouro.” Quando falamos em amizade, a relação de respeito é ainda mais profunda, devendo ser valorizado aquele amigo que nos fazer enxergar o errado. Esse amigo ajuda-nos a trilhar o caminho correto, devendo ser digno de ser considerado o mais valioso entre os nossos tesouros da vida. Desde já quero deixar bem claro que nunca fui nem sou alinhado com o PCP, mas adquiri o livro que considero de interesse público para os portugueses. O PCP, de que sou afastado em muitas e diversas ideias, é um partido muito institucional que, por vezes, serve a causa pública. É o caso do livro aqui referido. (ler com a mente aberta e o devido enquadramento e contexto sócio-politico) Por isso sempre tive a plena convicção, e fundamento que o problema do sector empresarial público deve ser imputado á má gestão das empresas, e a um sistema “criativo de cumplicidades” que permite " a continuidade de indivíduos sem qualquer capacidade ou conhecimentos "travestidos" de administradores, (ressalvando-se algumas poucas excepções)que tem levado a uma completa ausência de responsabilização, desorganização laboral e desierarquização da estrutura organizativa e a “cumplicidades” demasiado conhecidas, entre “grupos de pressão” (sindicalistas, “carreiristas”, e “outros” que constituem um “bloco de interesses de instalados”que há anos vem proliferando neste sector, e que teve o seu “auge” nos governos de Durão/Santana Lopes e plena continuidade no desgoverno de Passos Coelho que até hoje este Governo não conseguiu inverter - não podemos esquecer que é a falta de eficácia e eficiência na acção politica e de gestão da “coisa pública” que conduz a uma progressiva falta de credibilidade das politicas e da acção governativa. Ou na sabedoria do “saber” do economista senhor Doutor Professoro Silva Lopes, numa das suas famosas intervenções “ Há perigo de a vida económica portuguesa ser dominada por grupos de interesses que se opõem às transformações substituíveis de beliscar os seus privilégios.” Há muitos destes grupos de interesse com que devemos preocupar-nos, nomeadamente no sector dos transportes públicos, incluindo alguns dos sindicatos mais poderosos do sector público” sendo que passado todo este tempo, nada parece ter mudado, o que me leva a acrescentar que , talvez “ o maior défice do Estado não é de natureza orçamental. É de credibilidade. É de respeitabilidade. As instituições deixaram de se dar ao respeito. E as pessoas deixaram de acreditar em quem as dirige”. E para finalizar aprendi que errar é humano. “The greatest discovery of all time is that a person can change, simply by changing their attitude.” (Oprah Winfrey) The ideological fundamentalism of which “partisanship and clubism” are examples not to be remembered, is perhaps the “most obvious cause” of the Portuguese and Portugal not evolving in a positive way – in general we never accept the opinion of others, other than of “our group” - and this prevents us from knowing reality and even alternative changes to improve things, This book about “Dossier TAP resisting privatizations” is a book that I consider excellent and pedagogical, and that helps us a lot to understand what happened in the so-called “parliamentary commission of inquiry into the events at TAP. From now on I want to make it very clear that I have never been or am aligned with the PCP, but I purchased the book that I consider to be of public interest to the Portuguese. The PCP, from which I am separated from many different ideas, is a very institutional party that, at times, serves the public cause. This is the case with the book mentioned here. (read with an open mind and the appropriate socio-political framework and context) That's why I've always had the full conviction and foundation that the problem of the public business sector must be attributed to the mismanagement of companies, and to a “creative system of complicities” that allows "the continuity of individuals without any capacity or knowledge" in disguise. of administrators, (with a few exceptions) which has led to a complete lack of accountability, labor disorganization and de-hierarchization of the organizational structure and to all-too-known “complicities” between “pressure groups” (trade unionists, “careerists”, and “others” who constitute a “bloc of established interests” that has been proliferating in this sector for years, and which had its “height” in the governments of Durão/Santana Lopes and full continuity in the misgovernment of Passos Coelho that to this day this Government has not managed to reverse - we cannot forget that it is the lack of effectiveness and efficiency in political action and management of “public things” that leads to a progressive lack of credibility in policies and government action. Or in the wisdom of the “knowledge” of the economist Doctor Professor Silva Lopes, in one of his famous interventions “There is a danger of Portuguese economic life being dominated by interest groups that oppose the replaceable transformations of pinching their privileges.” There are many of these interest groups that we should be concerned about, particularly in the public transport sector, including some of the most powerful unions in the public sector” and after all this time, nothing seems to have changed, which leads me to add that, Perhaps “the State's biggest deficit is not of a budgetary nature.
