Continent the eurozealots !

To be honest, I struggle to get excited about the European Union’s new treaty. Were the 27 leaders at today’s summit in Brussels obliged to submit to polygraph testing, my guess is that most would agree. They must pretend otherwise. Europe demands drama, hand-wringing and recrimination to reach the moment when everyone claims victory and a puff of white smoke appears above the Justus Lipsius building.
Across the Continent the eurozealots – sceptics and dreamers alike – collude in the charade. What unites them is a shared delusion about the latest proposed changes to the Union’s rule book. The sceptics, most visible in Britain, are reliving yet again the nightmare of a United States of Europe. The dreamers, more likely to be found in, say, Italy, fondly imagine that a charter of fundamental rights or some such will rekindle the dying embers of federalism.
